Holli L. Higgins

Holli advises and defends Washington school districts on employment, special education, and litigation matters. She previously served as a judicial clerk to the Honorable Thomas O. Rice of the U.S. District Court for the Eastern District of Washington, gaining valuable experience in federal litigation and administrative proceedings. Holli has been an attorney at Stevens Clay, P.S. since 2023.

  • Holli Higgins advises and defends school districts on a wide range of legal issues, including labor and employment, special education, and general liability. Before joining Stevens Clay, Holli gained extensive experience in federal court, clerking for Judge Thomas O. Rice at the U.S. District Court for the Eastern District of Washington and serving as a law clerk at the U.S. Attorney’s Office. She brings precision and professionalism to each case, helping districts navigate complex legal matters.  She is also a member of the Junior League of Spokane and Spokane County Bar Association’s Intellectual Property Section.
