Kevin F. O’Neill
With 20 years of experience representing educational institutions, Kevin has served as General Counsel for two large Washington school districts and brings a deep understanding of school board governance, district operations, labor and employment, constitutional issues, student matters, and special education. He has extensive experience representing clients in state and federal courts and before administrative agencies, and is a partner at Stevens Clay, P.S., where he has worked since 2019.

Kevin O’Neill brings 20 years of experience representing school districts and other educational institutions. He has extensive knowledge of school law matters and has advised educational institutions in a variety of legal areas, including board governance and operations, labor and employment, constitutional issues, student issues, special education, and risk management. His experience includes serving as General Counsel for two large Washington school districts, along with prior roles as in-house and outside counsel for various K-12 and post-secondary educational institutions. Kevin has represented districts in state and federal courts and before agencies including the EEOC, OCR, PERC, and OSPI. He frequently presents to school leaders on emerging legal issues. He is an active member of the Washington State Council of School Attorneys, where he has served on the Board of Directors.

Kevin and his wife have seven children. He enjoys traveling, fishing, and hiking with his family. He can often be found cheering on his children from the sidelines of one of their many sporting events.
